Moving Pictures from One Sub-Catagory to Another

Not sure what I am doing wrong here because I assume you can do this.

When I hit the edit button, I see the drop down list that allows me to move pictures from one catagory to another.

Except that I have 4 catagories and a total of 10 subcatagories (the subs are spread across the 4 cats...they are NOT all in the same cat).  Only the first two Top level catagories that I created are listed. The other two catagories and NONE of the subcategories are listed at all...so i can't move a picture from say Cat 1.Sub 1 to Cat 3.Sub2, which is the goal.

In other words, I have a structure that looks like this:

Cat 1
----Sub 1
--------Picture 1.jpg
--------Picture 2.jpg
----Sub 2
----Sub 3
Cat 2
----Sub 1
----Sub 2
----Sub 3
Cat 3
----Sub 1
----Sub 2
----Sub 3
Cat 4
----Sub 1

But I can't see the listing of all cats/subs so I can't move pics the way I wish.  All I see is this

Cat 1
Cat 2

Any ideas or is this simple and my newness is what has me baffled...
