Disable flood protection in xp publishing wizard

I would like to be able to disable the flood protection in the XP Publishing wizard (it restricts users to only upload to their private albums via the xp wizard). Thus allowing registered users to be able to upload to public ablums. I have tried to hack the xp_publish.php myself, but it it too complicated for me.I would greatly appreciate help.

I dont understand why it even has flood protection, because really the only people who will use the xp wizard are people who know the link to get to the php file.

...which is easily known because this is open source software, and a simple download will tell anyone where that script is.

may I remind you that this is the feature requests board; there are no actual solutions in it, but requests for future versions...
