How to make album for others?

Is it possible for a sitadmin to make albums for others. This because I had to reinstall everything and only have a update from the photo's.

currently the admin can only create albums inside the "normal" categories, but he can not create user galleries and subfolders.
As a workaround, create them as "normal" albums and use a tool like phpMyAdmin to make them albums within user galleries. Make sure to backup your database before starting modifications on the database.
