User email notification

When a users picture is rated or commented on, they get an email, the user can turn this off in their profile or choose when they want to be notified, like comment and rating, just rating, just comments.

afaik this already exists as a mod. Won't be added into the core, as we're reluctant to add any code that sends even more emails - this would only add to the global spam problem.
