help needed

I'm new to this, am currently setting up two website and this program would be very useful. Do I have to purchase this or pay a subscription?

There is no charge for using Coppermine. The following links contain a lot of information that would answer many questions you may have.

I have found a site which I would like my galleries page to have a similar look to. My designer can easily do this, but I was wondering if it is possible to use his design on this program or are there limited changes that can be made?

You can basically apply any functional or cosmetic modification to Coppermine. The only rule is that the "Powered by Coppermine Photo Gallery" text should not be removed or obscured.
