Advise: No Permission to access page\no admin mode

I just spemt the entire day installing, deleting, installing, and finally searching these forums, trying some advise, searching again, trying more advise... I give up I need assistants. LoL

This is proably a simple fix, but for the life of me I can't figure it out...

I created a MySQL Database.
Extracted Coppermine to my local HD.
Uploaded all the files and directory's to server. (Uploaded them corectly)
CMOD the proper files correctly. Acually I did these step about 5 times. ;D
Populated the tables database with the sql files provided (Using MyPHPAdmin).
Then using IE browser executed
Used the proper user names, database names, etc etc.
After it finished I got the message that coppermine was installed successfully and ready to roll.
I logged on using user name and password.
It welcomed me.. and then it opened..
But no where in any of the installs did I ever see anything that said (User mode) or (Admin Mode).
I tryed opening with IE the admin.php file, and config.php file, and both times I got the error message
"I Don't Have Permission to Access This Page".
I've tryed everything in about everyway I could think of with no luck.

Any advise would be appreciated.

Server=Unix
Apache 1.3.31
PHP 4.3.8
MySQL 4.0.20

Problem solved... But I wish I knew what I finally did to make it work..LoL
Im on a different computer now so it may have been some cookie restriction on the other computer I was on..
