I would like my site to look simular to this site http://about.reuters.com/pictures/prints/galleries/index.aspx
Basically I want my site layout exactley the same using coppermine but with my branding and the ability to change colour schemes easily
I also want to keep the print button functionality so when a picture is opened you can choose from drop down boxes what size and type of picture you wish to purchase
How much would this cost ?

Getting it to look like that will take a lot of changes. There is a mod to add a paypal shopping basket for prints, and you can see the various themes available with it at the demo, http://www.hsocuk.com/shop/index

Unless the layout is basic and common, isn't there some copyright issue with copying a site's layout exactly?

TranzNDance is right, cloning a site's layout is a bad idea, both in legal terms and in respect to intelectual properties. Copying reuters is a very bad idea - as they especially know how to deal with copycats. Steal their graphics and see what will happen...
