why is it not possible to move an image between two user albums as admin?
user albums are not shown on editpics.php page?

you surely don't want to know "why", you want to know "how"... ;)
You can move it (as admin) from the user gallery to the public one, but there's no way using coppermine's built-in tools to move it into another user gallery. To do this manually (using a tool like phpMyAdmin), you would have to change the owner id of the pic and the aid. This is rather hard to accomplish, so I suggest you go with what you can have right now: move it from the user gallery into a public album.

hm, example:
one user album, one public album.

if you choose editpics.php on user album (as admin) all picture will be moved to the public area and nobody can move them back. even the onwner.

Yes, I know and understand what you mean. This is by design and can currently not be changed by a quick hack. Needs looking into and might be in future versions, but is currently not possible. Call it a drawback or a missing feature, if you want.
