i want to make a gallery picture like the url above...but how to i make one?!?!

Well, I hope you want at least to get your pictures to display, unlike on the link you gave.  I moved the link from the heading into the message so it would be clickable.

It is easy to make a gallery like that.   They are using the default theme, and have simply added a banner into the top of the template.html, and changed a few colours in the style.css.

Look at the demo(link above), and choose the 'styleguide' theme.  You can then see which bit of the css changes what, so you can then make the changes that suit you.

Start by downloading yourself a copy of coppermine 1.3.1 and read the documentation.

Look under docs, it is an abbreviation for documentation.
