When you first click on the upload you are given a option to create a new album, How ever after you create that album and you try to click on the upload again you are no longer allowed access to the tools to create more albums, am I doing something wrong ?

and just where exactly is the album manager suppose to be at,When I first click on uploads it I can access it, But after I create the my first folder and clicking on uploads will no longer give me access to it until I delete the folder I created...

Follow the link Αndre provided to the doc...
It clearly says album manager is accessed from the admin menu....
Whether it is a direct button or in a pulldown depends on the theme you are using.
Since you didn't provide a link to your gallery, I don't know what style theme you are using.

In the unlikely case that there's no button, you can always access it via albmgr.php.

Ok I enclosed two screen shots, one before I create A new folder and one after, as you can see on the after on it only takes you to the upload page and does not give you access to to folder manager any more...

Just click on "Files > Albums" to get to the album manager.
