When I go and try and make an album in my Lindsay site I got an create it and it makes a double of it.
Example:
Appearances - 2011 -
Go to make: Lindsay Lohan Jail Sentence --> will make another one Lindsay Lohan Jail Sentence How do I fix this??

Doesn't happen in my testbed. Please post a link to your gallery and a test user account which is able to create albums.

I also can't seem to move an album as well.
This is the way its showing:
Candids- 2011
Outside Gjelina restaurant on Abbot Kinney in Venice- July 5th
Leaves Byron and Tracy salon in Beverly Hills- September 1st
Shopping in Malibu, July 6, 2011
Lindsay goes shopping- September 2nd
Obliviously it should be

but its not letting me fix it. It's moving the first one after the July 5th date. I just don't know what else to do.

So it's your custom theme that causes the issue. Please upgrade it as described in the docs (http://documentation.coppermine-gallery.net/en/theme_upgrade_14x-15x.htm) or use a theme that was designed for cpg1.5.x.
I changed the password of the test user, as you posted an admin account ::)
