Title: increase reg user rights or decrease admin rights

Is it possible to increase user rights so that all registered users are allowed to set album keywords or decrease admin rights for all admin users but one so the icon/option for config arent showed up for all admin users but one or specific admin users can see that option?
The first option would be best.

It's a config option called 'Allow users to assign album keywords'.
