There should be a way to create a new album from the upload page.

So you just suggest a link on the upload page that points to the album manager? That is already there in the menu.

I assume jasonlich wants a work-flow as it exists in the JUpload plugin. There you can create albums directly on the upload page without refreshing or changing between 2 pages.
