Title: cannot change theme from config

I have narrowed this issue down a little at least.  I can't change the theme from the config panel, although I can change themes by forcing it in the address bar. 

I just don't know where to go from here.  ;)

Okay, nevermind.  it was a cookie issue apparently.  grrrr.
