Title: admin specifies albums and not allow users to create their own albums

Hey, is this possible that admin specifies some public albums and NOT allow users to create their own albums, user could upload pics to those public albums which is created by admin?

Yes, that's possible. In the groups control panel (http://coppermine-gallery.net/demo/cpg14x/docs/index.htm#group_cp), disallow registered user to have a personal album. Instead, allow them to upload to public albums. Finally, go to the album properties (http://coppermine-gallery.net/demo/cpg14x/docs/index.htm#album_prop) screen of the albums that you want to allow uploads to and set "Visitors can upload files" there from no to yes.
It's not very surprising that your question has been asked and answered many times over! ::) By reading the docs (http://coppermine-gallery.net/demo/cpg14x/docs/index.htm) or searching the board (http://forum.coppermine-gallery.net/index.php?action=search) you could have figured out easily. Additionally, you have broken board rules (http://forum.coppermine-gallery.net/index.php/topic,55415.msg270616.html#msg270616) although you agreed to respect them when signing up. Please review them closely now.
