I doubt it. The tool vanished with Vista so I doubt MS will have resurrected it for Win7. As Win7 has not yet been released afaik, I doubt any of the Devs will have it and I also doubt any of us will rush out and buy a copy to fnd out if this works. Sorry

Publishing pictures to your Coppermine website is still possible in Windows 7, in the same way as it is in Vista.  :)

Just download the .reg file from http://yourcopperminewebsite/xp_publish.php and edit the file.
Then replace
...\Explorer\PublishingWizard\PublishingWizard\Providers
with:
...\Explorer\PublishingWizard\InternetPhotoPrinting\Providers
and import the .reg file into your registry.

Next, start the Windows Live Photo Gallery and select the batch of pictures you want to upload. Now choose Print, Order Prints...

Full thread that explains the usage of the XP Publishing wizard with Windows Vista (and subsequently Windows 7 as well, as it doesn't seem to have changed in this aspect) and various other improvements of the XP Publisher wizard for Coppermine is http://forum.coppermine-gallery.net/index.php/topic,40242.0.html
Most of the improvements have gone into cpg1.5.x afaik, so you will probably be delighted to hear that cpg1.5.x will have a much better integration of the feature.
