i cant uploads

No file was uploaded !

If you have really selected a file to upload, check that the server allows file uploads...

Update your gallery. If you still can't upload then follow the upload troubleshooting steps in the manual.

You did quite the opposite of what you should have done. That is to be expected if a newbie starts his very first posting, but it's not acceptable if a user already has got 10+ postings.
