Title: Allow Moderator to approve uploads?

I would like to give someone else permission to approve uploads without making them a site admin.  Is this possible?

Not out of the box. Check the mod Moderators for Upload Approval (1.4.x) (http://forum.coppermine-gallery.net/index.php/topic,24456.0.html). Please search before posting in the future.

I know I searched once and didn't see that thread.  I can't remember if I tried another phrase or if something came up and I forgot.
