You don't appear to be using pnCpg, so I'm moving your thread accordingly.
You're running cpg1.4.9, while the most recent stable release is cpg1.4.18, so you're running 9 (!) versions behind. There are severe security flaws in previous versions, it is absolutely mandatory that you upgrade instantly.

That's the idea: you share it by posting it publicly here, so that every available supporter can look into your issues. It's supposed to be a non-admin account, so there is no harm done. You're welcome to disable the test user account once your issues are resolved.
Upgrade first, then (if your upload issues persist) post the test user account data.

OK, let me try that. Here's another stupid question. Can I upgrade from any computer or does it have to be on the server that was originally loaded on?

Read the docs that come with coppermine (they are available online as well, link at the top of this screen), section "upgrading".
Upgrading requires you to replace the files that reside on the server. From which client PC you upload the files from doesn't matter at all.
Please respect the "one issue per thread" policy that you agreed to respect when signing up - your initial question is related to uploading, so you mustn't ask upgrading questions in this thread. Read the docs - if you still have open questions after doing so, ask them in a separate thread.
