When testing, this is the error message I got:

If you have really selected a file to upload, check that the server allows file uploads...

Review what others have done who had that error: review my reply to Upload issue (http://forum.coppermine-gallery.net/index.php?topic=49459.msg237556#msg237556). You should have searched the board for that error message - it would have lead you to that thread and many others describing the potential fixes.
