did a search but didnt find a solution on this in upgrading to 1.4 or in bugs so am posting a new thread.

my link for new users to register is missing.

Not related to upgrading. As Stramm pointed out: allowing registration or not is a feature that the admin can enable or disable in Coppermine's config.
