Title: Admin tool to reload IPTC info

It seems that IPTC info is only read when an image is first uploaded. It would be useful to be able to reload IPTC info as an admin tool.

Valid request. Not sure if it will make it into cpg1.5.x, just because of lack of time and the load of features that we're trying to add. Only a small minority of users would need that feature.
