If you have shell access and the server is yours to administer (i.e. if you are self-hosted or have a root server) you can install ffmpeg pretty easily on your own. If you don't fullfill those minimum requirements, then you can't install ffmpeg. On Debian-driven distributions like Ubuntu, the syntax would probably be something like

sudo apt-get install ffmpeg. Entering that little command would be all the freelancer would be able to do. The rest (coming up with information wether you have the needed permissions, finding out what operating system and dsitribution you're on etc.) would be up to you - a freelancer could not do that for you, as it requires talking to your webhost to find out about such details, which is something only you (as contract partner of your webhost) can do.
That's why Abbas Ali said not to ask questions how to get ffmpeg installed in the first place in the thread you refered to: if you have no idea what he is talking about, then that mod is not made for you, sorry. Nothing a freelancer could possibly help you with.
