I didn't know there was a problem until I decided that I wanted to make my gallery public, instead of users having to register all the time. Basically, when I change the settings in my config file in coppermine, when I click save configuration, it comes back as an "406" error.
Not Acceptable
An appropriate representation of the requested resource /obidalapics/admin.php could not be found on this server.
Apache/1.3.37 Server at www.obidala-sanctuary.info Port 80
And then when I login to my ftp and check out the folder where coppermine is installed, I can see the admin file but it doesn't recognize it on the servor. Is there a way to fix this?

what was the exact setting that you changed?

First, you should upgrade your gallery to address security issues (unrelated to your current issue).
A search for the error message "An appropriate representation of the requested resource" will show that this has to do with your host's server settings. You will need to try the solutions suggested and/or contact your host for help.
