Allow uploads to it in album properties.

If it is an album a user has created within his personal gallery, you can not set it to allow others to upload to it. Only the user who owns an album within a personal gallery can upload to it.
Workaround: create an album (as admin) within the public galleries (name it as you see fit), then move the pics that exist in the personal gallery to the album in the public gallery (using the "edit files" dialog next to the thumbnail that represents the user album and subsequently the dropdown on that page). Then edit album properties as Nibbler suggested.

Hi, thanks for your help.. a little confused though. let me explain why

it make make it easier for you to understand what I'm doing here if you visit the site at ontarioatving.com and on the main page one in Coppermine script there is a folder called ATVING PIC's (guest uploads) this is the file i want to be public for anyone to share photos in.

my concern is I can't find out where to edit it's properties? thanks

When logged in as admin, use the "properties" button next to the album.
