Try the Windows media encoder (http://www.microsoft.com/downloads/info.aspx?na=22&p=6&SrcDisplayLang=en&SrcCategoryId=4&SrcFamilyId=&u=%2fdownloads%2fdetails.aspx%3fFamilyID%3d5691ba02-e496-465a-bba9-b2f1182cdf24%26DisplayLang%3den) - it is free. You can't encode everything, but for proprietary Microsoft videos there's imo no better tool.

There's a great documentation available on the Typo3 webpage about creating video tutorials that also gives a lot of insight into re-encoding videos for smaller sizes using the Windows Media Encoder.
