Title: Can't upload files (debug and test user included)

I have read the docs multiple times, I have gone through the threads and can't figure out the issue.  I am using a webhost, but I want to rule out errors that are fixable on my end before I contact them.  I have checked all my permissions and cannot upload files.  Thanks for any help.

Don't use an outdated version like cpg1.3.3 when starting from scratch. Upgrade (or do a fresh install) of the most recent version (currently cpg1.4.9). Don't post debug_output unless requested in the future.

I've dl'd the new version, but have no idea how to install it.  The "outdated version" comes as part of my webhosting package and is already installed.  Just trying to be helpful to those who would want to help me out with a fix.

Just perform an upgrade as suggested in the upgrade section in the docs that come with the package (link to docs available online as well, see top of this page).
Complain at your webhost for offering such outdated scripts in their auto-installer. Those auto-installers suck if you ask me anyway.
