is there anyway to back up a  gallery and move it to a new host/server?

Yes..

In very simple steps, if you have phpMyAdmin, you can create (export) a MySQL dump of your tables. Then save/backup your cpg/albums directory and move it to the new host along with the dump for import.

Do these with a little knowledge and some learning.
