out-of-the-box: no (and you shouldn't). However, you can add html to the list of allowed documents (by editing coppermine's filetypes table using phpMyAdmin or the plugin Plugin: Filetype editor (http://forum.coppermine-gallery.net/index.php?topic=24186.0)). As I said: not recommended at all (security vulnerability).

Thanks for ur replay , i have read many threads about html and i got confused and afraid of risks, i only need my friends to view and  read the articles which are in  html. not to download them just viewing and reading them. can it be done ?
thanks again,

it's possible, but I don't understand why you're trying to use html downloads to display textual content. You might use the miniCMS plugin instead.

MiniCMS: http://forum.coppermine-gallery.net/index.php?topic=15543.0
I already told you what I think of allowing HTML uploads and adviced to use MiniCMS instead.
