Title: extra table row when smilies disabled for comments

This happens in FF, IE, and O. When smilies are disabled for comments, the table row that contains them still shows up, but is blank. When smilies are enabled, things look fine.

This isn't visible in Classic but it may be due to fewer colors being used. It shows in mac and project_vii.
