Title: Rating for everyone but with restriction

Currently I have my gallery to setup up for making rate pictures onlz for rgister people.

I would like to give as well normal- not register users to access to make rating pictures, but with restrictions.
Restrictions means that I would like to have only one rate from the same PC means that if you are non-register user you can make rate only once in order to forbid making rate a lot time from the same user - it's obvoius.

Tell me if is it possible to do this?

Or not what do you suggest me in rating topic for non-register user ???
How to configure my gallery to make this?

There currently is a bug in cpg1.3.x that will have your pics rated with "0" by search engine spiders when enabling anonymous rating, so I wouldn't recommend enabling this option. However, when enabling anonymous rating, guests will be able to rate only once per pic afaik.

Is that means that only one can be rate for certain picture ??? Is that means that only one person can rate certain picture and nobody else more for the same picture ???

There is no sense... :-( for me that picture can be rating only one generally for anymous people,

How to resolve this problem?

Do you know about any hack for rating by anonymous people ???

no hack needed, you got this wrong. Look, why don't you just try it for yourself by enabling anonymous rating? You can try it by using various browsers (each browser counts as one user).
