Title: User cannot move/insert/create album into cathegorie

As an User I'm missing the dropdown list for the categorie where i can create/insert/move/ a new/existing album.
As an Admin i have this dropdownlist.

Do i have to change someting at the preferences or is this a known bug ?because i haven't found anything that i could change at the settings.

Users can only create albums in the user galleries section.

Is there a possibillity (for the Admin) to move albums from the user gallerie to predefined cathegories? or is there a workaround where the user can chose the cathegorie he wants to insert his album?

then there will be only one question left - what is the intense of this feature "creating cathegories" when only the admin can use cathegories and the normal user can neither be redirected to a cathegorie nor can use them?

Or did i miss somthing in the manual?

The "intent" is so that the site owner can categorize images and files however he/she wants.  If a guest wants to create categories and rearrange the site, then perhaps the guest should consider getting his/her own website.
