Title: Users allowed to vote again after 24 hours

I want users to be allowed to vote again (and again and again) every 24 hours.

Is this possible? If it is, it would be a great mod!

I found this in ratepic.php

What does this do? Gives you the a chance to vote every 24 hours perhaps?

Change it to
