Title: Add Comments field only shows for me but not for visitors

Does anyone know how to make the Comment area appear for visitors?  Currently I can see Comments under each photo when I am logged in in both admin mode and user mode, but when I log out and visit there is no way to leave comments.  How can I make the comments section accessible to visitors without them being logged in or registered?  Thanks in advance.

Check groups manager.
