I can edit the file on my desktop, but not upload it. The file seems to be writeprotected even when I set the securitycode to 777 with my FTP.

Your server appears to be improperly set up.  Just rename config.inc.php to something else, then upload config.inc.php from your local machine.  Ask your host to CHOWN the file for you.  You can also try removing or setting the permissions on the file by using your control panel application.
