Title: Somewhere I have seen

and adjuster for the size of Albums ( as in how many KB's they can be ) in the boards settings. I now for the life of me can't find it. Any help appreciated.

You can't set an album size limit, only a user disk space quota.

each member of the Gallery is allowed to post up to 5000kb of images. I want to reduce that.

That's a group setting.  If you haven't, you should read the documentation.
