Title: Disable "edit/delete comments" for guests

If anonymous comments are allowed, there shouldn't be the option for visitors to edit out other visitor's comments, as suggested here: How to remove "Edit" option from the comments? (http://forum.coppermine-gallery.net/index.php?topic=19967)
