Title: Select language in profile/control panel

I wouldlike to see a control panel for members, or some settings they can change in their profile; like:
-theme
-language
-additional functions

I don't want to screw my layout with a language function, besides, I want that to be available only for registered users. Could this be added in c1.4?

It's too late for 1.4, but I'll schedule it for 1.5
