is it posible to add this feature?
then send global emails to notify of major changes or even little ones.

has been requested before (and turned down). We (the coppermine dev team) are reluctant to add any code to the core that will increase email traffic, with spam being such a large issue.
I suggest you review the mods that have been posted that can do what you suggest, since I guess you're not actually suggesting new features for future versions, but that you're looking for support anyway.
