You don't need any posts, just checkout the devel branch from CVS. If you can't figure out how to do that, then maybe testing development phase software isn't for you. :)

You dont need to export the database. Just copy the 1.4.0 files to the existing cpg folder (hope you know this is risky as it is not  stable yet) and run the update.php file. Your database will get updated for 1.4.0 and that's it.

[side note]Please don't start translating yet, as we haven't had a feature freeze for cpg1.4.x yet. Translating it now is not a good idea. You can run it with your cpg1.3.x language file temporarily, as it has a language fallback built-in.
[/side note].
There's no support for cpg1.4.x yet, mind you!

Ok. I will wait.

But are 1.4.0 so unstable?

Development versions are just that: in development.  It is stable, but it's constantly changing because we are always adding, fixing, and removing code.

insisting on an answer when no answer can be given is something that won't win you friends. Casper's answer is the usual answer for release dates on open source projects, we don't have to keep dead lines (like developers of commercial apps), everybody works as much as he/she can afford to - that's why we simply can't tell.
This discussion is leading nowhere (and it has been discussed before), so I suggest you quit asking.
