Title: "Page Cannot Be Displayed" on install.php

i'm trying to install coppermine to use for my site, but when i go to the install.php page, it says "page cannot be displayed." i know that PHP runs on my webserver b/c i've already installed PHPBB forums with no problem. what could be causing this?
