Title: Can't set permissions on my albums!

I my Coppermine gallery i would like to set permissions on my albums - but at the property page of the albums - the "Albums can be viewed by" dropdown is missing!?

What have i done wrong!? ???

in coppermine config, set "Users can have private albums (Note: if you switch from 'yes' to 'no' any current private albums will become public)" to yes.
