Title: Add Image Title and Discription after posting a Picture

Is there a way du allow Users to add title and description after the posting of a picture?
I only find the option as admin.

users can add title and caption during upload. They can edit them later if they uploaded to their personal user gallery in the same manner as you can as admin. However, "regular" users can not edit title or caption if the upload went to public categories.
