Title: Upload Image quality

I have been uploading pictures with no problems and then yesterday the picture quality began looking bad.  I have looked though the postings and I see were it was referenced that GD2 will correct it, but I checked on my server and that is the version I have.  What else could be the problem??  Have a look and see what I mean.
