Title: I have two questions: 1. Rating - voting? 2. Banners - links

1. I tried to vote for some images and I could vote as many times as I like. How to make that one user can have just one possible vote?

2. How and where should I put some banners or links, that they will be seen in all pages? I put some in index.php, but it is seen only in first page.

For your 1st question I've got no answer.

For the second question:

1. Go to your theme folder of the coppermine theme you are using for your gallery

2. Find the file 'template.html'

3. Add you banner somewhere in the html file with your own html code. Do it with the tags you want to use somewhere. I used it in this way: www.richy.nl/photos/ (http://www.richy.nl/photos/) for my sponsor: Fuji Camera's

As for the voting, are you using the latest version.  What you describe is ot usually possible, unless perhaps you allow anonymous voting, and then do it when not logged on.

But if I made possible for users to change themes. Does it means, that when they will change it, they won't see banners?

You will need to do it for every theme you allow.
