You can't "upload" a database. Be more specific - post what you actually did if you need help.

Are you performing an upgrade? If yes, why did you start your thread in the install sub-board, altough there is a sub-board dedicated to upgrading?

I am not upgrading just moving the gallery to new server

Moving coppermine from one server to the other has no impact on the encoding. Subsequently, fiddling with charsetmgr.php is not needed.
http://www.bodybuilding-israel.com/site/cpg132/ is down for me (in fact, http://www.bodybuilding-israel.com/ appears to be down).

Make sure to use exactly the same encoding settings in Coppermine's config. Make sure to use the same database collation settings on your new database that you used to have on your old database.

I moved the database with the same collation and as utf8
all is the just but still not working
is there any guide about this?
because I know I do something wrong here the sql versions are almost exactly the same so no problem with that one

Make sure to use exactly the same encoding settings in Coppermine's config.
You have set the encoding to iso8859-1 (which is western/latin), so it's little surprise that hebrew content doesn't get displayed as expected. Set the encoding in coppermine's config to utf-8

http://www.bodybuilding-israel.com/site/cpg132/ doesn't display a blank page for me (although it's still showing garbage data).

I don't use IE, but FF. I can display hebrew just fine, see screenshot.
