you're meant to use the file "update.php", not "upgrade-1.0-to-1.2.php" - this file does what the name says: it helps you upgrade from coppermine v1.0 to coppermine v1.2, but you want to update from cpg1.3.0 to cpg1.3.2
The analogy in the PC world: you are trying to go from WindowsXP_SP1 to WindowsXP_SP2, not from Windows3.1 to Windows95... ;)
Please read the upgrade instructions more carefully.

You are not meant to run "upgrade-1.0-to-1.2.php" in your browser, so there's no point in attaching the file to your posting nor me modifying it for you.
You have to do as suggested in the docs: upload all files from the new package (overwriting the old ones) and then run "update.php" in your browser.
If you do not understand this, then ask someone who actually understands english to translate my answer into your language.
