I'm just uploading a simple one. This upload is only worked.

HTML5 and Flash do not work.
When I uploaded the images in HTML5, it said 403.

You appear to have some file permission errors (uniload.php, versioncheck.php and probably others).
I recommend you reinstall using the installer stub.
GPG 1.6 has the HTML5 uploader included as a core plugin (upload_h5a). Don't use the older 1.3.6 version of HTML5 Uploader that was meant for CPG 1.5.
