Can't add users

BIG:
Cant add user from admin it says this....
Forbidden

You don't have permission to access /gallery2/usermgr.php on this server.


Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
www.i-20riders.com/gallery2  I also had this issue with my real gallery www.i-20riders.com/Gallery when I changed permissions it got worst.
Any help would be greatly appreciated

That message doesn't come from Coppermine, but from your web server.

Thank you my isp server has this disabled and had to make an exception for the gallery to operate as it should. Thank you for you help...
