Is it possible to see who rated which picture how many stars?

Is it possible to see who rated a pictute with how many stars?

That data will be stored if you enable 'detailed hit stats' in the config. I'm currently not sure if there's already an interface in Coppermine where you can see/analyse that data or if you need to create it yourself.
